Proposed Revisions to the Constitution

Introduction:

    Your committee has made changes to the Constitution to more closely resemble how the Club is run. The current draft has been approved by the committee and will be put to members at the Annual General Meeting to be held on 28-Apr-09. Please review the changes before the meeting

Reasons for proposed amendments

    The proposed amendments to the Constitution were thought necessary as the Club has a good method of managing memberships which runs contrary to that described in the Constitution. In particular, the current Constitution says that the secretary is to maintain a full and current register of members for perusal by any interested party at all reasonable times, something that is currently not done. The Membership Officer currently holds the register and it is not kept by the secretary. Other changes have also been made where it was considered appropriate - they are highlighted in the draft copy.
    The document for review is a 'pdf' version of the Word document in which the changes were made. Deletions are noted in a 'balloon' on the right hand side of the page. Additions are shown in blue italics with a vertical line beside them on the left hand side of the page. Automatic bookmarking has been added for references which explains why some references are in blue italics - if 'mark-up of changes' is turned on in Word they will always show as a change when a clause is added or subtracted.

Summary of the changes made.

    General
    Parts of the document have been reformatted to improve readability. These changes are not noted on the attached 'pdf' version as they were very confusing as 'marked up changes' and did not enhance the understanding of the document. In some cases the reference could not be easily removed so there are one or two remaining.

    Clause 1.2 – 'Objects':
    Original clause 1.2.7 deleted (it referred specifically to a library of software programs and routines which has not been established). A new clause 1.2.11 added to provide broader scope to the committee to meet the other objectives of the Club (eg. the web-site).

    Clause 2 – 'Definitions':
    Membership Officer' added for the position Mark Windridge currently holds. Without this it would be more difficult to cover his activities in the proposed amendments.

    Clause 3.2 - 'Honorary Members and Life Members':
    Part of the existing paragraph was deleted as the words did not add anything to the meaning of the clause.

    Clause 3.4:
    'has been' changed to 'must be' to correct the English. A significant portion has been deleted as it was not relevant to the way we run the Club (the deleted portion shows up as being just before the heading in Clause 3.6.

    Clause 3.5:
    The word 'nomination' changed to 'application' as potential members apply rather than are nominated. The clause was rewritten to describe the process currently in use. Note that some words in this clause were deleted as part of the revision.

    Clauses 3.8 & 3.9:
    Secretary & Public Officer changed to Membership Officer to reflect how the Club is run.

    Clause 4.4:
    Inserted to provide compliance with Section 21A of the Associations Incorporation Act 1984
